Watten House – A Legacy in Watten Hill Estate

 

Former Watten Estate Condo – Watten House

Watten House is a new freehold project, an enbloc of an older development in the Prime District 11 of Bukit Timah. This enbloc development was put up for sale in September 2021 with a reserve price of $500 million. It is lower than the previous enbloc asking price of $536 million in 2019. The initial enbloc attempt commenced in 2007 with an asking price of $480 million. The former development is known as Watten Estate condominium.

The Watten Estate condominium development was successfully tendered by a joint venture between UOL Group and Singapore Land Group (SingLand). They closed the deal at $550.8 million in October 2021, which represents a 10.2 percent increase over the minimum price for the site. The land sales cost for the new development is approximately $1,723 per square foot per plot ratio (psf ppr).  It includes all other necessary charges for redevelopment. The estimated breakeven price is approximately $2,650 psf ppr. The winning bid for the site came at an opportune time for both developers to replenish their residential land banks.

Development Site and Requirements

Situated on 1.4 plot ratio residential zoned land, with a maximum allowable building height of up to 5 storeys. The site spans approximately 220,241 square feet. It can be reconstructed into 286 units while adhering to the minimum mandatory average size outlined by URA.

Watten House is nestled in Shelford estate, one of the nine estates identified by URA where controlling dwelling units is deemed necessary. This is important to regulate the number of dwelling units in this area to avoid straining local infrastructure. The permissible number of dwelling units is determined by dividing the Gross Floor Area of the new building by 100 square meters.

Site Connectivity and Exclusivity

The new development site of Watten House is situated on elevated terrain within Watten Hill Estate. The site is approximately 650 meters from Exit B of Tan Kah Kee MRT station. This nearby MRT station operates on the Downtown MRT line rail network. Commuters seeking connections to other MRT rail lines can transfer at any of the subsequent four Downtown MRT interchanges from Tan Kah Kee station. These interchange stations include Botanic Garden (Circle MRT line), Stevens (Thomson-East Coast Line), Newton (North South Line), and Little India (North East Line).

Located in the central region of Singapore, residents can access other parts of the city via existing main roads and expressways. A direct drive along Dunearn and Rochor roads connects to Downtown, where the main Central Business District is situated. Alternatively, taking the slip road to Farrer Road or Adam Road leads residents southward or links up to the Pan-Island Expressway (PIE).

Watten Hill Estate is renowned for its serene environment, surrounded mainly by landed private housing and Good Class Bungalow Areas (GCBAs). GCBs are among the most premium types of landed housing in Singapore, exclusively located in low-density zones. Relevant authorities impose strict planning requirements for any developments in these areas to preserve the exclusivity of the environment. Officially, there are only 39 gazetted GCBA areas in Singapore.

 

Reputable Educational Institutions

Bukit Timah estate is renowned for its prestigious schools, ranging from primary to tertiary education. Watten House is situated within a 1km radius of Nanyang Primary and Raffles Girls School. Tertiary institutions like Hwa Chong and National Junior College are also within this 1km radius.

 

Future New Improvement and Government Plans

 

Turf City

Turf City site in Bukit Timah is set to be redeveloped under the Government URA Master Plan 1998, with plans for new residential developments and a new MRT rail network. The last extension deadline for current tenants to vacate is 31 December 2023. Initially Singapore’s 2nd racecourse, the site was later leased out for recreational and lifestyle uses.

The new MRT railway network is the Cross-Island MRT Line, with the new station occupying the rugby field. Turf City will be the name of the MRT station under phase 2 of the Cross-Island Line, expected to benefit more than 40,000 households. The anticipated completion for the new station is 2032.

Rail Corridor

The transformation of this once primarily landed housing and undeveloped area into a future neighborhood is underway. The operation of the Thomson-East Coast Line’s Lentor Station has significantly changed the landscape, turning it into a vibrant part of Ang Mo Kio town. This marks the final plot in Lentor featuring a 3.0 plot ratio and the broadest frontage facing Hillock Park, ensuring optimal views from the new condo.
