Chuan Park – Rejuvenation in Established Residential Estate
Chuan Park, a new launch development, is expected to be available for the Early Birds Preview in the last quarter of 2024 as planned. This project sits on an enbloc site formerly also named Chuan Park. This enbloc development originally completed in 1984, consisting of 444 residential units and 2 commercial units. The collective sale of the previous development was finalized at $890 million, with the sale order granted on May 26, 2023. The new development will be undertaken by Chuan Park Development Pte Ltd. It is a joint venture between Kingsford Hurray Development and MCC Land.
Chuan Park – Location Map
Largest Private Residential Plot in Lorong Chuan
Situated on approximately 400,588.7 square feet of land, Chuan Park is nestled within an established residential estate in Serangoon, along Lorong Chuan. It is the largest private residential plot within the Lorong Chuan precinct. Its close proximity to the Lorong Chuan MRT station makes this location highly desirable. Residents can reach the station with just a short minute’s walk, as Chuan Park is located right next to it. The Circle Line MRT network provides direct access to downtown and the future Greater Southern Waterfront. It would make commuting for work or leisure more convenient and easier for the residents.
Limited Supply with Expected High Demand
The Lorong Chuan residential estate in Serangoon has seen a lack of new launches since 2013. The most recent private residential development in Serangoon Central was Forestwoods, completed in 2020. The last one in the Lorong Chuan vicinity was Cardiff Residences in 2014. Despite this, resale transactions have remained active over the past decade in the Lorong Chuan area, with growing demand for new launches as most private residential developments in the area continue to age.
Educational Institutions
Proximity to educational institutions is often a top priority for property buyers, especially for families with young children. Parents seeking admission to local primary schools value this, as the Ministry of Education considers the distance between home and school as one of the key priority factors for Primary One enrollment. For international students, the closeness of the school to home is also crucial for convenient daily commuting.
The new Chuan Park development is strategically located within a 1km radius of several reputable primary schools, including St. Gabriel’s Primary, Yangzheng Primary, Kuo Chuan Presbyterian Primary, and CHIJ Our Lady of Good Counsel. Additionally, nearby international schools include the Australian International School, Brighton College (Singapore), and Stamford American Early Learning Village.

Chuan Park – Site Plan
New Concept Residential Development
The newly launched Chuan Park will feature 916 premium residential units and 2 commercial units. The development’s design is inspired by natural landscapes and is divided into distinct zones: The Forest, The Waterfront and the Vibrant Courtyard. The main entrance is located at Serangoon Avenue 3, leading into the arrival courtyard. Additionally, five side gates around the perimeter provide convenient pedestrian access.
The residential units will be thoughtfully distributed across five different blocks. Offering a range of unit types from 2-bedroom to 5-bedroom layouts, catering to various buyer profiles. Three of the residential blocks (Blocks 242, 244, and 246) will rise up to 22 storeys, while the remaining two blocks (Blocks 248 and 250) will be 19 storeys tall. The design ensures unobstructed views between the blocks. The 5-bedroom units will be exclusively located in Block 246, while the 4-bedroom units will be available in Blocks 246, 248, and 250.
Unobstructed Views in Lorong Chuan
Residents in units facing north and west will enjoy unobstructed views of the low-rise landed housing estate in Serangoon Garden. Alternatively, residents can choose inward-facing units that offer pleasant views of the pools from their bedrooms and balconies. All unit layouts in Chuan Park are thoughtfully designed for efficient use of space, tailored to various needs. High-quality finishes are used in every unit type, giving each home a luxurious feel, along with premium brand fittings for long-lasting durability. Additionally, advanced smart home features are incorporated to keep residents in line with the latest trends in modern residential living.
With the generous land area of this development, various attractive water features and pools have been thoughtfully designed throughout the compound for residents to enjoy. Open pavilions are strategically placed at the facilities level, providing spaces for small gatherings or for residents to work on their laptops. The residential blocks are well-spaced to ensure privacy, particularly for inward-facing units, with ample distance from the facilities. In addition to nearby jogging options, the inclusion of tennis courts and an indoor gym offers residents of Chuan Park a variety of healthy lifestyle choices.
Future Potentials
Government Land Sales
The Government Land Sales are set to increase as private property prices stabilize, with a planned release of 5,050 units in the second half of 2024, following 5,450 units in the first half. A total of 11,110 units are expected in 2024, the highest since 2013. A new land plot at Chuan Grove, near Chuan Park, is expected to yield up to 550 residential units. As property prices in Serangoon rise due to limited new launches, current homeowners and prospective buyers are likely to benefit from increased values and more housing options.
The Wave of Enbloc Sales
Chuan Park is situated in an established residential estate surrounded by older developments from the late 1990s and early 2000s. As these leases expire, there is potential for collective sales. The limited availability of new land and the upcoming completion of the MRT Circle Line will sustain demand for newer properties, likely leading to higher prices for any collective sales of older developments in the area.
Subregional Centre
Chuan Park is ideally situated between the planned subregional centers of Serangoon Central and Bishan. The government’s decentralization of the CBD will lead to the development of regional centers in Tampines, Jurong, and Woodlands, introducing new commercial buildings and revitalizing the downtown area. As regional centers create more business and employment opportunities, the planned subregional centers will provide essential support, bringing amenities and commercial offices closer to neighborhoods. This development will benefit Chuan Park owners, whether they choose to live there or rent out their properties.
Seamlessly Connected to Town
Chuan Park residents benefit from direct access to the Lorong Chuan MRT station, which connects them to the wider Singapore MRT network. The Circle Line will be fully completed by 2026, with three new downtown stations improving travel between HarbourFront and Marina Bay. This enhancement will make the MRT system more efficient and convenient for all commuters.
Experienced and Award Winning Developers
Kingsford Hurray Development and MCC Land, known for their successful residential projects like Normanton Park and One Bernam, are leading the development of Chuan Park. Additionally, the consortium has an upcoming residential and commercial project at Marina Gardens Lane.
